puzzles: Unfortunately the City cannot regulate the content of messages that go on any public media, including bandit signs, outside of the Supreme Court test for obscenity. So with the bandit sign law making any sign affixed to utility poles, street lights and trees illegal, it can't write in an exception for "Lost pet" signs, because then it would violate the 1st Amendment, and then the entire law would have to be thrown out (thus making ALL bandit signs legal), because the government cannot regulate the content of the sign.
Allowing paper medium signs would then make the paper JUNK CARS signs stapled to death to poles legal along with the sidewalk sales and lost pets.
Generally, I think the City can keep the law the way it is written today and selectively go after the worst signage: which is the loud plastic Coroplast signage designed to be permanent, usually nailed with roofing nails to street poles. The Coroplast signs are the most obnoxious and visible.
Found this article in today's Miami Herald. The suburban city of Hollywood (between Miami and Ft. Lauderdale) has set up their own robo-call system to harrass bandit sign violators and is offering residents cash rewards for whoever brings in the most signs. Would love to see Philly be this proactive:

“When you see snipe-signs littering the city, I want you to call the number and tell the nice person who answers to stop littering public rights-of-way and remove their ridiculous, plastic, snipe signs,”

I would think any of these violators would have their breaking point on how much direct negative reaction/publicity they would be willing to endure before reaching the conclusion it just isn't worth the effort. And, after all, they ARE soliciting phone calls---they should get them!
