A proposal to demolish a building and billboard and erect a freestanding billboard. This meeting will be held at the Fishtown Rec Center, 1202 E. Montgomery Ave. All residents of Fishtown are eligible to vote. Please bring proof of residence or business ownership in the form of a driver's license or a photo ID and a lease, utility bill, or recent piece of mail addressed to your home or business.

I'm going to guess yes. I wasn't able to attend the screening but did confirm the scope of the project with those who were there. It definitely involves tearing down a building (which I heard was not a nice looking building) and the associated billboard and then erecting a new billboard in the same spot. The picture you have above seems to fit the bill.

That's the right building.
That's the right building. The building with the single garage front and the billboard mounted to the roof is the only building left on that block.

I say make 'em sign a CBA
I say make 'em sign a CBA that says the neighborhood won't agree unless they turn the land underneath into a dog park or free parking unless they already have architectural drawings of another structure to replace the building they're getting rid of.
Otherwise, you get an asphalt or dirt lot with a tall billboard on it.

The applicant (CBS outdoor advertising) is a tenant on the property and owns and operates the billboard. The property owner has allowed them to demolish the building a replace the billboard, in the same place, on a single pole. They plan on clearing out the building, paving over the lot cleanly, and putting in a little greenery on the sidewalk side.
