And the 7th was fees.
They should just have three taxes. Property tax, Wage tax and business tax. Then fees.
Use and Occupancy and Business Privilege Tax is completely stupid as is Employer Reconciliation Tax. I understand that Philadelphia needs money to run but it seems like for a while they just invented new taxes when they needed more money instead of adjusting the ones they already had.
