And believe me if something like this tries to open in ORCA--I wanna know. I would suspect that the rest of us on the ORCA Zoning Committee would also like to know more about this "cafe".
Can a building owner break a lease because they don't like the intent of the occupying business? If its not illegal, then is there recourse? Maybe owners might have to wait out leases terms?

A property owner can discontinue a lease executed in bad faith. But that statement is open to a WIDE amount of interpretation that belongs in a civil courtroom. When this situation happens you can usually placate the tenant by returning all monies paid to the landlord in exchange for indemnification.
I'll stand by the "Gambling is illegal in Pennsylvania" code, the casinos had to get licenses from the state. What would make the Internet Cafe any different?

Depends on the lease.
However, if the gambling is illegal, they can boot the tenant for engaging in illegal activity.
